①1941年8月14日美国总统罗斯福与英国首相丘吉尔签署《大西洋宪章》，联合声明“他们的国家不寻求领土的或其他方面的扩张”(Their countries seek no aggrandissement,territorial or other.)。

②这份备忘录在1月31日交给杜勒斯的下属，备忘录内有一张小字条写着：“下列是我个人观点，还未经内阁讨论。因此并不代表官方或者最终意见。吉田茂”。
